running dhcpd on a tap interface

Hello, I'm trying to use dhcpd to allocate ip to a tap interface on my server, for some reason I get timeout error, see:
NCC-5001-D dagg # dhcpcd tap2
dhcpcd[6383]: version 5.6.4 starting
dhcpcd[6383]: tap2: waiting for carrier
dhcpcd[6383]: timed out
dhcpcd[6383]: allowing 8 seconds for IPv4LL timeout
dhcpcd[6383]: timed out

is there a way to make this work?
