why dhcpcd with ipv6rs couldn't receive ra

I have enabled ipv6rs, and STA could send rs to AP, in the tcpdump I found
that STA received ra from AP, but DHCPCD still shows "no IPv6 Routers
available" , ipv6rs_handledata doesn't work.
