So it's now possible to define fully RFC 3315 options!
Decoding done, now onto the encoding part so that dhcpcd.conf can set 
Support RFC 3925 (Vendor Indentifying Vendor Options) [1] as asked for 
in ticket #299 [2]

It may take some time to do this, so please everyone should test the 
latest GIT head to make sure I've not broken anything.
