dhcpcd-5.99 has seen enough testing now and it's time for 6.0.0!

Here's a list of changes from dhcpcd-5.99.7:
 * Add a route from the IPv4 address to 127.0.0.1 so machine
   centric traffic can use the large MTU on the loopback
 * Added required random delays when a new DHCPv6 state starts
 * Drop delegated addresses when interface departs
 * IA_PD now sends REBIND but works like CONFRIM as per the RFC
 * Add a wpa_supplicant hook script so that dhcpcd can start,
   stop and reconfigure wpa_supplicant.
 * dhcpcd-run-hooks now has a DEPARTED reason
 * Add support for Rapid Commit
 * Add support for DHCPv6 FQDN
 * Add support for DHCPv6 unicast
 * Many fixes for IA_PD support
