It seems like a lot of people tested dhcpcd-5.99.6 and uncovered quite
a few issues.
Things have calmed down now, but a lot of changes have been rolled in,
so more testing required.

Here's some highlights:
* scope_id is now set for outbound IPv6 packets
* existing IPv4 routes are now punted in favour of dhcpcd controlling
them
* syslog levels tweaked so that dhcpcd is less spammy by default unless
things go wrong
* DUID is now generated from a more reasonable interface if the first
one is a pseudo interface
* DHCPv6 now works over PPP in Linux
* DHCPv6 and IPv6RS is now delayed until the interface has a valid
LinkLocal address
* IA_PD support vastly improved, including it's configuration. Check
the man page for the new style.
