I haven't found anything special in the scripts about PREINIT and
CARRIER. Why dhcpcd run the script for such reasons?
The stock scripts don't do anything special with those two, they are
userland notifications.
For example, you may need to load firmware in PREINIT or do something
around when carrier goes up/down.
dhcpcd provides them as a notification, nothing more.
