dhcpcd-discuss

in the process of init_state(ifp), dhcpcd run dhcp-run-hooks two times for
the reason of PREINIT and CARRIER.

I haven't found anything special in the scripts about PREINIT and CARRIER.
Why dhcpcd run the script for such reasons?
