Could you please take a script example to explain the purpose?
dhcpcd just address ip addresses and routes. ie stuff that talks
straight to the kernel.
The hooks handle everything else such as managing resolv.conf(5).
So unless the default DNS setup works on your machine yes you need the
scripts.
