dhcpcd-5.99.3 released

dhcpcd-5.99.3 is also out which rolls up initial DHCPv6 support.
I think it's now quite stable and ready for testing, so test away!

Before dhcpcd-6 is released I want to tidy the IPv4 code so that youcan compile it for IPv4 or IPv6 only and it's properly namespaced.
