Is there some way of getting dhcpcd to re-initialize and try for a new lease?

I don't support anything other than dhcpcd-5. It's been entirely re-written from v3.

You could try stopping all dhcpcd process, then removing the .info files and then restarting dhcpcd.
Personally I would suggest to SuSE to upgrade to dhcpcd-5.5.6
