Not regen resolv.conf if not needed

Hello, on my home router, regenerate the resolv.conf  have very big
cost (very slow machine), that's wake up the disk, and the disk have
hardware defect.
How force (or where patch manually) dhcpcd to regen the resolv.conf
only if the dns server have change and at the startup?
