Hi Roy, It turns out that after rebuilding and reinstalling, dhcpcd
5.2.12 is working just fine for me.  The interfaces that are not
physically connected are not being configured with an address which is
exactly what I want.

I do have a question regarding this comment though.  It would be nice
to have just one hcpcd process manage all interfaces, but I need to
have the flexibility of configuring each interface independently with
either a static ip address, or dynamic address assigned either through
dhcp or autoip.  Is it possible to do this?
