Are there any particular issues with allowing timeout (options -t,
--timeout) to actually be zero?  I'm considering this in the context of
reducing system boot time.  For an interface where the carrier is not
present, it would be nice to have dhcdcp be able to immediately fail
acquiring a lease, instead of waiting the minimum timeout (1 second) to do
so.
