clarification of failover

Fri Apr 08 21:53:12 2011I'm planning to deploy a second dhcp server in failover configuration in the near future and want to clarify something(s) right quick.
1) do the failover pair ensure that the remaining IPs are at least approximately balanced? IE: when there are 100 IPs, each will have about 50, and when there are only 20 IPs available each will have approximately 10 ?
2) there's no officially supported way to store and issue leases and other configuration in either mysql or openldap or similar database backend ?
3) assuming there's no way to use mysql or openldap, do static leases have to be present in both dhcp server configurations, and if so, what's the standard procedure for updating them without downtime ?
