I don't understand your question?

Basically, the DHCP server could provide one, both or none of the
routing options (it could also expose ms_classless_static_routes on
badly setup windows dhcp servers) and as you disable the default route
assignment in dhcpcd it's up to you to pluck it from the environment and
configure it as you wish.
