and *only* that.... I tried with both wget (command-line) and konqueror (www-browser).
Same here.
Using tcpdump I can see that the FTP server is throwing an error:
426 Data connection: Network is unreachable.

Interesting.
I only have a shell accounts on US NetBSD servers where the command
ftp -4 ftp://roy.marples.name/pub/dhcpcd/dhcpcd-5.1.4.tar.bz2
works in both passive and active modes.
Can you test another ftp program? I'll see if I can get the admins to
install wget.
