No they are not used by default anymore. Instead similar parameters are passed 
to a script at a greater frequency that you can hook into. man dhcpcd-run-
hooks for details. The system default hooks are installed to /libexec/dhcpcd-
hooks or /lib/dhcpcd/dhcpcd-hooks depending on how the distro has packaged it.

There is a 50-dhcpcd-compat hook, but it is not installed by default.
